AHHH!!!
I get a daily update via email from the Virginia Municipal League when the enemy, sorry, (LOL!!) the General Assembly is in session. Those updates are never happy news. It’s always, help us stop such and such a bill or the world will end. I dutifully freak out and blog post about our precarious position. Especially where M&T or BPOL are concerned.
Equal Time
In Colbert-like “tip of the hat, wag of the finger” kind of thing I would offer an equal-time moment to mention the following bills that our very own Delegate Miller has co-patroned that are damn good legislation:
- HB 1409 Prayer at public events; governmental agency shall have no authority to regulate, etc.
- HB 1419 Human papillomavirus vaccination; eliminates requirement of vaccination for female children.
- HB 1447 Income tax, state; research and development expenses tax credit.
- HB 1465 Higher educational institutions; admission of illegal aliens. (summary is incomplete)
- HB 1468 Citizenship or legal presence required for public assistance; verification required. (good if state pays for mandate)
- HB 1651 Driver’s licenses, permits, and special identification cards; issuance only to U.S. citizens.
- HB 1777 Fake birth certificate; one who manufactures, etc., to establish false identity is guilty of felony.
- HB 2052 Labor organization representation; right to vote by secret ballot.
- HB 2066 Sex offenders; prohibiting entry onto school grounds or other property, penalty.
- HJ 500 Constitutional amendment; right to work (first reference).
This isn’t an exhaustive list, just some obvious candidates. Some of the others don’t have full summaries or I haven’t read the full bill. By the way, if you want to see a list of the workload that these guys have to put up with, take a look at this page. Remember that this is only one committee and only the bills in committee.

I personally like HB1447…I see that as a “win-win” for the little GMU incubator at the PW Campus.

HB1447 “allows income tax credits for individuals and businesses for qualified research and development expenses for taxable years beginning on or after January 1, 2012, but before January 1, 2017. The tax credit amounts are (i) 15% of the Virginia qualified research and development expenses, or (ii) 20% of the Virginia qualified research and development expenses, if the research was conducted in conjunction with a Virginia public college and university. The Tax Department shall develop policies and procedures for the application process for the tax credits. There is a $10 million cap on the total amount of credits allowed in any taxable year.”

I was thinking on the GMU incubator, how PWC wants to develop around GMU with biotech, the Forensic lab….the seven (if I recall right) GMU research institutes, and then my brain wandered across Nokesville Rd to our proposed Gateway and Tech Zone.
I can foresee if this bill passes, an opportunity for the City. Why should PWC get all the action? 🙂

And don’t forget E-Verify. One of the more important bills to crack down on illegal immigration in our state. Call Senator Colgan and tell him it’s time that Virginia implements this law.
Businesses don’t want it which I can’t understand since it is against the law to hire illegal aliens on the first place.
Our General Assembly members need to do the right thing!!!!! And Vote to implement this law THIS year for ALL employers in Virginia
